Set the required sign-off count
An admin decides how many qualifying sign-offs an initiative needs before it can be marked completed.

A reviewer signs off against evidence
Each admin or owner records their sign-off by citing at least one piece of real evidence already in the Evidence Locker, not a free-text note alone.

The server checks the count
The initiative's status transition to completed is blocked server-side until the number of qualifying sign-offs meets the threshold you set.

The record stands
Every sign-off, who made it, when, and what evidence it cited, stays attached to the initiative as a permanent governance record.
